I just worked on killing a green dragon in the cave of Echoes I tried to use a recall scroll after I killed him and it failed I tried 6 more standing still and all of them failed, I have the latest version of the testing update

Not a bug, it's intented that you cannot recall from Dave of echoes, if you look outside the main entrance I believe there is a sign telling you that you won't be able I recall from inside, there are other dungeons out there that this is also the case with. (The one with all the dead Mercian legionaries being one of them ! )
