Captain Whitewater

In the beginning, when taking Captain Whitewater's second quest (after completing the first), you tell him you need equipment before you can do the quest. He indicates he will give you 100 gold to help get you started, but the gold doesn't show up.

This could be an interpretation problem on my part, but I started two new games to reread the text and, I'm convinced I am understanding it correctly.

Am I misinterpreting the conversation, or should he "front" the character 100 gold?
