Cant get goggled helmet

I tried so many times and it wont appear. I got the ring of star traveler twice which is 1% drop rate while the goggled helmet is 4% how crazy is that.
Once I got this helmet and the ashen leggings my build is complete.

Sometimes the rng works against you. Eventually, you'll get it if you keep grinding and if you stuck in rut try to mix it up

I haven't looked at the loot tables in a while, but if memory serves well you should get much better chances in the first level of the Ark than in the reactor.
