When i accept a bounty quest from nivarian town hall, to kill a witch, gossip says its in thyr ridges, when i gossip more it changes into iross highlands to the southeast. But the witch is never there, but in thyr ridges in the southeast. I tried it several times, its always the same procedure.
All the other places on this maps works with Townhall Quests only the southeast seems to be confused.
