Have you tried sleeping at an inn (preferably one not in Icemist) to reload the area? Often reloading the area and all characters in it will solve most issues.

It doesn't solve the issue by simply reloading, but I've resolved the issue by loading from other save slot. What I fear is if this will happen to those who doesn't save frequently in different slots

Thanks for reporting. That appears to be more than a standard map-loading error, but still an error in how the NPC loaded. It could be a hiccup in the game, a hiccup on your device or just some random binary zero than wanted to be an one that day.
