Not sure the exact time frame they are supposed to show during Smugglers in the Night, but in an attempt to find out, I camped out near the wharf at 8pm. Time passed and they did not show. Zoned out to Great Inori, returned with no luck.

Should being in Northern Inori as the time frame begins affect their appearance?

Also, if fighting Rodo and his men, and you zone out, then return, the enemies are gone and the quest proceeds as though you killed him.

I just tried the same and they spawned for me... however they don't spawn if you are there at the exact hour they are supposed to arrive, it might have been that.

And unless I am mistaken, Kardagis says you fought them and they won't return in a while, if you don't kill them, leading to the least optimal quest conclusion. I at least planned it that way, and tested it once, although I might have overlooked something.

Didn't test that far...wasn't aware of that outcome...will test it out and write it up.

What is the exact hour out of curiousity?

Tested. Outcome is as you described.

I could have sworn the Journal read the 'killed entry' after killing 2 of the bandits (not Rodo), being overwhelmed, escaping into the Enclave... could not recreate though so apparently no bug. I will continue to try to break your game (not easy by the way, great inclusive coding).

I seem to remember the same thing. I was disappointed that I potentially lost some phat lewt and reverted to an earlier save. :p
