Bug: Reputation confusing, conflict between town hall and character log

My 8th level warrior is trying to get the second quest from the knight out the front of Lannegar. The text in the town hall says I'm 'friendly' in Lannegar, from the average of my rep in the town and area, but my rep in just Lannegar itself shows as 'unknown'. The knight advises me when I speak to him that I must be ranked as 'friendly'. Shouldn't the reputation listed in the town hall match the perceived reputation by the quest giver?

Long standing TH issue. The TH shows the average of the city and kd rep, while the char sheet has the accurate #s.

It was my understanding David addressed this in one of the updates but it may have slipped thru the cracks as the last few updates have been fairly involved on David's end.
