Every town bar you go to to hear quest rumor all say the same thing, 'its in an unknown location'. I've been to three so far and none are saying anything helpful to the quest.

you should never get that message "it is in an unknown location", either you learn nothing useful, or the location.
Could you please put here a screenshot of the quest in your journal, and if possible, of the message you get at the inn?
