BUG - Friendly rating not activating mobs/quests/travel options

In Kingsbridge with friendly rating at 13 and Ferry boatman says I need to be friendly before he will take me anywhere.

Check your reputations list, please. Maybe in the town hall you have a higher one because it averages Kingsbridge and Varsilia

That would be the problem. Varsalia is at 18, Kingsbridge a 9... but it is confusing if town Hall says you are good if you arent
