Bug: Can't cast Mind Surge on charmed allies

Because charmed allies turn into enemies, you can't target them with Mind Surge because that spell is only able to be cast on an ally.
However, removing charm stacks is one of the main things described that it can do, so this doesn't seem intentional.

nice catch, fixing for 424.

since charm no longer works with "power" as I originally planned, I changed it to:

The target instantly loses all Dazed, Paralyzed, Sleep, Stun or Fear status effects, and allows a charmed target a Mind resistance check with a +50 bonus to snap out of the effect.
