I talked to the seargent who gave me the quest and he said that Decurion head towards freetown but I looked over all freetown and iron valley and no Decurion

You'll never find him. After you finish the "Web of Terror" quest, he's in the wind. I wanted to deal with him permanently myself, but he's gone.

Really? That is disappointing. I think those comments should be under a spoiler tag.

It should be implemented as another quest where you can optionally track him down and kill him in revenge. I didn't know of this as I fought him by selecting a dialogue option (i think 2 int needed) in which you doubt of him because he seems not to care much about his dead men.

There is a way, even early on to get aid taking him down... But it is borderline exploitative... But I'm a rogue so i don't fight fair.
Lure him to the alter of the 3 and keep asking to be healed when he wails on you. Also if you helped hirge she will be standing there and keep coming back from the dead to help kill him.

I also lure all the earth elementals in the Crimson hills tower to the poison room and don't fight them head on...

There's no way of killing him at the moment, irrespective of the path you choose. I guess David has a special fate for him in mind, which will be revealed in an upcoming quest. So just be patient...
