Bandits at the Dock

So. I actually fought and chased off the bandits down at the dock before getting into the Seventh House area. When I talk to the chick about the quest however, she just keeps asking me if I've dealt with them yet.

Are there different smugglers I'm missing?

yes, they are unrelated As the journal states, that quest is in development.

Yeah. Saw that. Wasn't entirely sure whether it meant I couldn't finish it entirely, or whether I couldn't progress any further than the stage I was on.
