The debris check is difficulty 4, and the device lore is difficulty 5. If skill is two points below that, it is an autofail, so no bug in those cases. The idea behind the changes is that I don't want skill checks to be trivial, and I want skill ranks to count for something. The fact you could previously pass difficulty 4 checks without even assigning ranks, is precisely what I try to avoid. Skills should grant the party new options and advantages, not just determine how many times you need to reload.
The Conduit, on the other hand, was difficulty 3 and I now lowered it to 2. with two ranks you should never have a 0% chance. the correct value when difficulty was 3 (build 404) would be 40%, and now that I have lowered it to difficulty 2 (build 405) an 80%.
