How to? +24 varannar rep

I'm still so desperate to get 25 rep with varannari. I don't wanna compromise with Hunter moon with 100 pelts ,how could I still be 24 rep when I always side with varannari? Looking back thru completed quests to check. Though random witches are hostile. Are the mercian town hall quests involved? Halp!

I gave ruun a wolf pelt and did Emded up with Anyone knows what am I missing ¿ I killed the varannaris in the price of freedom does that mean i cant get to 25 rep¿ If so i guess I'll just... slaughter them all ᕕ( ᐛ )ᕗ

What quests have you done? Are you overlooking a quest? Or did you let Niur in the rescue operation?

I Am the Best Hunter In the World: Obtaining a prefect wolf pelt gives +3.
The Price of Freedom: Help the captured Varannari escape gives +8.
Prisoner of Orcs: Rescue Niur from the orcs gives +4.
Human Resources: Stop the bounty hunters from capturing the wrongly accused Varannari gives +8.
The Sacred Weapons: Return one of the two sacred weapons to Lamis gives +4.
In a non-quest dialogue, gifting Ruun a damaged wolfpelt gives +2.

In the Elder Forest
Father of Wolves: Killing the evil wolf gives +5.
Path of the Deer: Cleansing the grove gives +10.
Last of the Legion: Forging peace between the two factions gives +10.
