I lost my phone got a new one downloaded the game again and I have my game at lv 14 I was lv 25 what CA I do

With this game, you have to manually save into cloud, it's not done automatically.

So, if you retrieved your save file from the cloud, and this is what you have, and you don't have access to your old phone, or some other place where you saved your later backup save file, that's it. There's no other way to get your latest save files.

Now you have to play from where you are in game.

Well there is a way but it's kind of complicated
1. Learn everything about relativity theory
2. That part is a bit tricky, find exotic matter with negative mass
3. Use it to build a time mashine
4. Go back in time but be careful to not screw up your time line, so no date with your mom and don't kill your dad
5. Make an backup
6. Go back to future
