I have 31 rep with varannari, I've completed father of wolves, but the option to join the legionaries and the varanarri is appearing. Has anyone encountered this before?

I've done best hunter in the world, human resources, price of freedom, sacred weapons, given ruun the pelt, and father of wolves, but I've also done 2 town hall quests against them in Freetown. Im stuck at 24 rep. Is there anything I'm missing or am I hooped?
