I do agree that the problem is hard to solve (and the export/import part is probably isn't worth time required to solve it), but I believe that effort required to use exploit also matters. As a casual gamer i will probably avoid using save managing exploit, but the opportunity to just reload at inn to save dozens of hours spent on a character is just too tempting to avoid (given the game has some imho unfair mechanics like paralysis).
Also (while I like to redo messed up quests) I perceive that devs' intention behind Iron Man was to make choices made by player irreversible, so that players will need to plan ahead if they are actually able to keep that npc alive etcetera and to punish players for bad decisions.
For me, that particular problem destroyed flavor of the difficulty making it just Hard but with a bit less saves.
