As of now, my armor to damage mitigation is 7 -21 damage subtracted from enemy damage.

I understand the high end mitigation, which is your armor bonus from all of your armor you have equiped + agility bonus + awareness bonus to armor + armor potions. What I dont understand is the low end. How can I increase the low end mitigation from 7 -21 to let say, 10, 12, or even 15 - 21? If possible.

I think it was explained long ago, it is always 1/3 of current armor. In all my characters it is, at least, and I think David said so.

Confirmed, that's how armor works. Between 33% and 100% of armor value, although damage can never be mitigated entirely, there is a 15% of damage (rounded up) that is the minimum damage delivered. Example: if you're hit for 10, even if you have 40 armor, you'll still get hit for 2. (10*0.15 =1.5, rounded up=2).
