ive killed 2 dragons that should have dropped it but did not....can i go back and kill them again?

No, they can only be killed once. And there is no 100% drop Chance. You could get it by killing rumor bosses, they are nearly endless available

In addition to named dragons and rumor boss dragons dropping it, so does the enemy type Dark Presence in the Forbidden Pit area.

For 1-Handed warriors, Righteousness is a decent weapon but not so powerful that it's a must have. If you get it, awesome. If not, you'll find better stuff along the way.
