Nivarian House includes assess to Town Hall Vaults INSIDE the house, making it easier to swap items between the vaults and the house storage.
New Garand house is easier to get. Not only cheaper, but the required reputation tends to be earned by doing the core quests you'll do anyways. Expect to have to run some Town Hall quests in Nivarian to get the required rep to buy a house.
