Linegar Town hall quests are endless?

So I finally decide to buy the full game and it appears that the Linegar Town Hall quests are basically infinite? This is a bit strange as Rohan (was that the name?) had only 3 town hall quests and thats it and it is insufficient to gain trust so I can use the boatman :(

Town hall quests are numerous, but finite. Not sure which town you mean by "Rohan" (maybe Rhöneis?), but 3 seems a bit low. There should be more quests in each town, they replenish once in a while. So just visit the respective town hall again after a week or so.

Is it true if you fail to complete a town quest, you might get a -1 deducted from your reputation for the town the quest was started from?
