What to do?

I'm a lvl 10 Cleric and just finished all quests in New Garand, Kingsbridge, and Lannegar Valley and I'm still too weak to start "The Shards of Fate" quest...

So my question is where should I go next to do some quests and where to get good items?

That's a good orientation for quests.

I would visit Jabal, Sydarun and New Anthur and do those quests as well. But with a little fire protection (potions) you should be able to start Shards of Fate at level 10.
