I am experiencing the same issue as "Asmodhan"

My hero has a reputation "hero" in Lannegar but I can't get the headhunting quest from him. He says my rep should be friendly at least.

Town Hall menu gives the reputation for the hall itself, which is the average of the city and the country. For the case at hand, Lannegar Town Halll will give the average of Lannegar and Varsilla. To activate the head hunting quest you need Lannegar's individual reputation to be Friendly or above, which can be checked on the journal menu.

That is incorrect. Doing Townhall Quests in Lannegar gives a bonus to both Lannegar and Varsilia reputation.

Town Hall quests give a reputation bonus to both the town and the nation of the town.

Check your reputation for Lannegar in your journal. The reputation given in the Town Hall is the average of Lannegar and Varsilla. It's a subtle difference.

I finally realized the difference after checking my character's reputation sheet. I'm still unknown at Lannegar. Thanks a lot

Good news, just a few Town Hall Quests and your there.

This thread does suggest there might be room to improve the clarity of the reputation process. On a similar note, everyone once and awhile someone misses a game feature that seems obvious but got missed. For myself, I didn't realize Companions could use items. Rather obvious process but I missed it.

One the one hand I think it is clear enough with the description in the town hall reputation window.

On the other hand it would be a lot easier for new players if the captain used the average just like the town hall.

On the third hand (?) the town specific reputation *is* used for other things so players have to learn the difference at some point anyway, but in the early areas that's mostly for boat rides Iirc.

Okay so I've read the whole post and u derstand what I need to do to get the last reputation point for headhunters.

My inquiry is this: why did my cleric get +10 from side quests and complete headhunters effortlessly, but now my warrior cannot?

I have likewise completed all the quests (I think) that award lannegar city reputation... So what gives?

You probably failed the first escort quest, you are meant to be able to do the head hunters quest without townhall quests but if you do the seed quest and fail you will be 1 reputation short
